Voice Road、スケーラブルを活用した2024年能登半島地震の人道・緊急支援システム

Voice Road, powered by Scalably, is a system created by Mr. Chō Mu Kakin – 拳智(超無課金 and Mr. Metacavetsu – きゃべつ to leverage the emergency support for the victims who got affected by Noto Peninsula Earthquake 2024. The system usage is aimed for not only earthquake affected people, but also the government officers to manage the aid supplies delivery to those in need as well as on time and precise information gathering.

Noto Peninsula Earthquake 2024

On 1st January 2024, a 7.6 Richter scale earthquake struck Noto Peninsula of Ishikawa Prefecture, Japan. Some other areas such as Nanao and Wajima were measured as upper 6 Richter scale earthquakes, Niigata and Toyama prefectures had strong tremors.

The earthquake caused a Tsunami up to 1.2 meters with extensive damage in the particular towns of Wajima, Suzu and Anamizu.

Minimum 780 people in 30 districts in remote villages were isolated due to damaged roads, landslides, houses, building collapses, fires. Helicopters were in demand to rescue citizens.

Measured damage consists of 221 fatalities, 24 missing individuals, more than 1100 injured people. This is a serious catastrophe with major fatalities since the 2016 Kumamoto Earthquake and 2018 Hokkaido Eastern Iburi Earthquake.

The Japanese government plans to allocate 4 Billion Yen (US$ 28 Million) for disaster relief efforts.

Mr. Chō Mu Kakin aka Kenchi Ishia (Japanese: 超無課金 aka 石田拳智) and X (Twitter) influencer Mr. Metacavetsu (Japanese: きゃべつ), a co-creator, announced that they created the system named Voice Road to support Earthquake affected area in Noto Peninsula, Ishikawa Prefecture, Japan.

Voice Road is utilized for the humanitarian supplies management process at the evacuation sites.

We actually went to the affected areas and received various opinions. The website is currently in the testing stage and will be completed by the end of today. English Translation: When we said, “We want to build Voice Road,” it was Yamamoto and the Vietnamese engineers who immediately raised their hands. We are very grateful that they worked together to create the website in just a few days, saying, “Scalably wants to do what we can do as a company.” I am also thankful that people from overseas worked for Japan. Human connections are very important.

When visiting the evacuation areas, Mr. Chō Mu Kakin experienced that while there were aid supplies available, it was difficult to identify where, how and who to provide the right assistance to the people in need. Hence, he thought of the idea to create Voice Road, a system to help with relief supplies distribution and to collect information more effectively.

This tool is wholly used for humanitarian support purposes, not for monetization. Voice Road ID and password for each evacuation center are pre- setup and managed by each facility’s representatives.

Mr. Chō Mu Kakin hopes Voice Road will not only be used by victims of Noto Peninsula Earthquake, but also widely used by government officials. In such a short time of planning and implementing its emergency assistance use case, the system may receive some constructive feedback. Even so, Mr. Chō Mu Kakin would appreciate all opinions for improvements.

X (Twitter) influencer Mr. Metacavetsu, the co creator, says he would like to utilize Voice Road to streamline the information authenticity, to close the gap between the actual situations at the earthquake affected areas with general information on media. Mr. Metacavetsu mentions the advantages of Voice Road include:

  • Realtime information is disseminated by people at the evacuation center
  • Historical and current information are available on website for tracking and checking
  • Anyone in needs can submit the request for assistance report anytime
